Notes

1. Rates can be set as Process Standards. This implies that adjustment of rates of Work towards more effective or optimum, rate-Levels is a thing that can be “learned” statistically, by an organization, in order to improve their own Work-Processes.

2. The most important rate, for Effectiveness in identifying Major-Defects, is the Optimum-Checking-Rate. This is the best speed for Checking a management or Engineering specification, including the time needed to Check it with respect to all prior related specification, and to all official Standards for writing the specification.
This rate can usually be observed to be in the range 1±0.9 Logical-Pages (of 300 non-background words) per hour of analysis. This is the rate that gives the greatest Major-Defect-finding Effectiveness.
