Notes

1. Implementable sections of a specification can be called “meat” and, Background sections can be called “fat”
{typically – but not necessarily - Notes, comments, remarks, Background, summary, introduction, references, rationale}.

2. Checkers in SQC should concentrate on carrying out rigorous Checking, at Optimum-Checking-Rates on
the Implementable-Specifications. This gives better Efficiency in finding Major-Defects

3. When the visual distinction is made, and it is clear what is Background and not; then Quality-Control
Checkers can more easily, and more certainly, decide which Defects are major and which are not.
If the Defects are found in Background they are most likely minor. If found in Implementable-Specifications, they are possibly major.

4. Parameters are fairly clearly either Implementable-Specifications (Scale, Goal) or Background
(Headline, Gist, Past) if you think about it. But local judgment must always be applied to decide if a specification is potentially major or not.
