The “If” is implied for all terms in a Qualifier. However, “If” may be used to communicate a Condition more explicitly to the novice reader.
Examples:
Goal: Legal Constraint [USA, If Law 153 Passed]: 99.9%.
Goal: Product-Value-Requirement [If Europe, If Product XYZ Announced]:
60%.
The “?” may be used Before a Condition, with a space between them. It should not be used After a Condition since it would be ambiguous with uncertainty about the validity of the specification itself.
