1. For example, a Baseline-to-Target-Pair, “30~lt~->66” gives the numeric values for the real Scale Benchmark (on the left hand side of the icon) and the target (on the right hand side). These values are used to compute the percentage numbers.

2. A Baseline-To-Target-Pair is usually used, without qualifiers in an IE table, as a form of abbreviated Documentation of a Requirement”s Levels. However, the qualifiers in the Requirement-Specification are actually implied, and if necessary should be explicitly stated for unambiguous Documentation. The point is that the 100% Impact value is only obtained when the target Level is reached on time, and with regard to all the other specified Conditions.
