Meaning: X is true if A is true Before B (as a time event) begins.
So, if A only existed at or After the beginning of B then X would not be valid.
Similarly Y is valid only if B is true After even C starts.

Peace [ Rebels Cease Fire Before Government Troops]
Goal [Peace] Sign Treaty.
