Specification-Rules focus on “Is the specification well written?” A set of Specification-Rules states how we should both ensure and Check, such things as the completeness, the unambiguousness, the accuracy, and the intelligibility of the information - in a specific Type of specification.
In particular, a Specification-Rule does not go deeply into an Engineering Process in the way that a Specification-Review-Rule does.

Rule 2: Quantify Quality: All System Quality-Requirements must be specified using a defined Quantification-Scale and at least one target Level of Requirement.
The “M” is a code indicating that a Rule violation is pre-classified as severity “Major” Defect.
Notes
1. In an SQC Process, a Specification-Rule can be used to judge the specification Quality (“Defect-freeness” according to current Rules) of any written output, from any specification Process, which is subject to the Rule. Violations of Rules are defined as “Defects.” Rules give us an objective Basis for judging conformance to the specification Standards.
2. Specification-Rules determine “how well written” a specification is. They do not pretend to judge “how significant or correct” the contents of a specification are. (That must be judged by other Means, such as further SQC (using Specification-Review-Rules) and comparisons to external information. The more clearly written, and detailed, a specification is, the better chance we have to discover Content weaknesses, and other inaccuracies in the specification.)
