A Specification-Review-Rule is used both to instruct the engineer in how to carry out a Systems-Engineering Process, and then consequently to instruct reviewers on how to evaluate that resulting specification.

SRR1: All critical Product-Values for defined Stakeholders must be specified at performance Levels validated as valued by Stakeholders themselves (Architecture Content).
SRR2: The design should clearly the best one we can afford, risks considered, within our Budget-Constraints? (Design Content).
SRR3: The design should be competitive, at least 2 years After latest Product release, against estimated competitive Trend Benchmarks (Design Content).
SRR4: The full range of risks must be ruthlessly Documented, and the risks must be acceptable (Both Design and Architecture Content)
