Usage: the specification is used to define operational characteristics of a System After handover to Stakeholders.
It can be used to define one Type of testing of a System.
It may be accompanied by specifications of why (Justification, Source, Authority, Risk for example) and also some specification of the Action the System is expected to take if it does fall below that Level (Action).

Justification: we could have used another Concept for example “Fail” .
But this Concept makes a distinction between Delivered-Levels (fail) and operational variations and Process control of the operational variations of a System.
A System could be delivered well below the Tolerable ( or Tolerable) Level but in operation exceed the Constraint Levels due to circumstances unknown or uncontrolled at the time of System testing and handover. This Concept can be used in contracts to distinguish between handover Levels and operational Levels of performance or Cost.
