Objectives (*100) and its synonym Performance-Requirements (*100) are normally Abstract-Strategies unless they do not pretend to support any higher Level Objectives – which would be the Case with Core-Values and Fundamental-Values (See book Built To Last) and other Fundamental-Objectives.
A Concrete-Strategy, by contrast is a real world Function with multiple Attributes which Impact higher Level Objectives. The Abstract-Strategy is merely a single dimensional Attribute (like higher reliability) with a given Level of that Attribute, and without any Concrete-Strategy. Any useful Concrete-Strategies may now or later be appointed to serve the purpose of delivering the Result or an Abstract-Strategy.
