1. A Specification-Issue is a polite way for a Specification-Quality-Control Checker to say, “I think I may have identified a Defect, but I choose not to say for sure just yet, and leave the decision to the Author.”

2. A Specification-Issue can be directly inserted into the specification using the Parameter “Issue”. When it is resolved it can either be removed, or the Resolution can be Documented.
