2. A Baseline-To-Target-Pair is usually used, without qualifiers in an IE table, as a form of abbreviated Documentation of a Requirement”s Levels. However, the qualifiers in the Requirement-Specification are actually implied, and if necessary should be explicitly stated for unambiguous Documentation. The point is that the 100% Impact value is only obtained when the target Level is reached on time, and with regard to all the other specified Conditions.
