It asks “is this the right stuff to do?”. It looks at Content of Concept, not format or packaging. It makes use of Content Rules to determine what to review in a particular Type of Content review.

It is imprudent to conduct a serious spec Content review unless the specification has first successfully exited from a specification Clarity-Review (*607) – meaning the spec is considered well written, clear and Complete – ready for Content judgment to be passed by more senior people.
A Specification-Content-Review can be run by Checking that the applicable Content Rules (like Design Rules) are applied; or that their non-compliance is justified by some valid overriding consideration. A count of the density of violation of the applicable Content Rules can be a quantified Basis for judging the specification in the Content review; and for deciding Exit from that review Process (“no more than 1.0 Major-Defects/page allowed”). An Exit like this would say that the Content Rules have been reasonably followed. It would still not answer the even larger question like optimization within a larger set of specifications (“do we have the best design?”)
