Hewlett Packard for example speaks of a “target Reuse-Percentage“ [JANDOUREK96, p.61] where the “Platform” “will provide Y% of the final Product code”. The “platform” being, among other thing”s, reusable software or firmware, made primarily for the purpose of enabling such reuse.
The costs of reusing can be arbitrarily high, to the point of being higher than not using them. So, this is not a Measure of whether the reuse was a sound economic investment.
But the Assumption is that we will attempt to win effort and time by reusing components, tools, Processes, test plans and anything that pays off. HP speaks of reuse % varying between 10% and near 90% when using the Platform-Development method [ibid.].
