A Resource-Budget is a target Level (Goal, Wish, Stretch) of a specified Resource, which is related to a specific System Component, with defined qualifiers for “where”, “when” and “events”. This implies that one Resource-Requirement can have many Resource-Budgets. It is quite different from a Cost-Budget, which is a plan for how much of a Resource we will use.

Space Allocation:

Scale: Storage which must be available.
Goal [Dial Out Module, Full Usability Quality, Release 2] 2 Megabytes.
Note this plan is different from how much we plan to actually use of the allocated storage at any given time (A Cost-Budget). This just tries to make sure that two megabytes are really available if we need them. It also says we cannot expect more.

Budget: Scale $ total project.
Limit [Requirements per Contract Date] $10 million <- Contract 5.4.3
Tolerable [By Contract Complete] $9 million. Rationale: to ensure Corp. profit Level
Goal [Lifetime Warranty] $9.5 million. Rationale: allow for lawsuits and risks.
Specifies a Resource limit *476 and two Resource-Budgets *430 {Fail, Goal}.
Notes
The term (Resource) “Budget” is preferred for Resources, rather than the term (Resource) “target”; which we prefer to use to describe Performance-Requirements (Performance-Targets). This is a matter of taste. It gives clearer signals about the nature of the specification.
