2. Planguage is both a way of organizing data (the language element organizes) to make it useful and meaningful, and also a set of Processes (the defined Processes, Rules, and principles) to interpret data into useful information (such as Value-Decision).
Information can tell us everything. It has all the answers. But they are answers to questions we have not asked, and which doubtless don”t even arise.
