Notes

In general the larger the gap, the greater the need to deal with it (“higher priority”) in
order to reach the target or Constraint. Of course large gaps could be easy and some
small gaps could be difficult, so that is why this paragraph says “ in general”.

When a gap no longer exists for a specific Scalar Attribute, then that Attribute ceases to
have “claim on project Resources” (Priority). It then has no Priority.
